YES... Especially if they are living under their parents roof.

This question is too vague. What do you mean, exactly? You mean like if they're kids and they do something bad? If they're grown? I don't know how to answer.

If they're raised in an absolute shithole, with parents setting horrible examples, then parents certainly should be held accountable.

If they're like 5, then yea since it's most likely from how they were raised. But by the time they reach 16-17 years old, then no, they should have matured enough by now.
